Stormwater Project Engineer – The City of Ladue, MO located in St. Louis County is seeking qualified applicants for the part-time position of Stormwater Project Engineer for the Department of Public Works. Position is 20 – 25 hours per week. General duties include plan review, project management, stormwater complaint investigation, stormwater grant program management, and other duties as assigned. Starting hourly rate range of $40.87/hour - $50.06/hour, depending on qualifications and experience. Flexible work environment with hybrid work options.


Bachelor of Science in Civil Engineering or another engineering field required. Professional Engineering license in the State of Missouri desired. Minimum of five (5) years’ experience desired. Position Title: Storm Water Project Engineer; Parttime (20 – 25 hours/week)

Position Summary: The Storm Water Project Engineer shall serve in three major areas which are:

  • Serve as the City’s liaison for all MSD projects

  • Assist the coordinator of the Storm Water Management program

  • Conduct plan review of storm water, land disturbance, and flood plain components of development project.

Supervisory Responsibility: None

Reports To: The Director of Public Works

Duties and responsibilities include, but are not limited to:

Serve as the City of Ladue’s Liaison for all MSD projects, both storm water and sanitary, during the planning, design, right-of-way, and construction phases including:

  • Coordinating the plan review from the City during design

  • Attend planning meetings, Public meetings, and construction meetings

  • Respond to resident and property owner inquiries during all phases of the MSD projects

  • Perform periodic site visits

  • Meet with residents, respond to complaints, and follow up with MSD

  • Review any submittals during the construction phase


Assist the Storm Water Engineering Manager who administers the Storm Water Management program for the City of Ladue which involves:

  • Pre-engineering project management of individual storm water projects including scheduling neighborhood meetings and issuing and obtaining the letters of intent

  • Managing the procurement of engineering services for the design and construction engineering of storm water projects included in the implementation plan and emergency storm water projects that arise

  • Serve as the City’s project manager during the design, right-of-way, and construction phase of storm water projects

  • Oversee updates to the Storm Water Master Plan, Heat Map, and Implementation Plan

  • Investigates stormwater citizen complaints

  • Manages small project Stormwater Grant program


Performs plan reviews of the storm water components for development projects to ensure compliance with development standards for zoning, stream buffer, land disturbance, and storm water improvements.

  • Assist Floodplain Administrator with plan review on projects in the regulatory floodplain.

  • Attend the Storm Water Advisory Committee and provide support to the Storm Water Engineering Manager in preparing technical materials for the SWAC

  • Investigates storm water citizen complaints

  • Manages small project Stormwater Grant Program

  • Assist the Director of Public Works with the Phase II Storm Water Permit activities and requirements

  • Serve as the City’s liaison to the Deer Creek Watershed Alliance

  • Conducts annual inspection of City-maintained bridges and culverts

  • Coordinate development of creek and sink hole maintenance guideline documents

  • Stays apprised of new trends and innovations in the field of storm water management design and construction and makes recommendations to City Planner and Director of Public Works for implementation of related practices, ordinances, and development standards for storm water management.

  • Develops and maintains effective communication and strong connections with Ladue residents and elected officials, business owners, Building Division staff, and the community at large.

  • Assist the Director of Public Works as needed and directed on other duties or special projects including but not limited to the development of bid packages for pavement maintenance projects and small facility projects.


Minimum Required Education, Training and Experience

  • Bachelor of Science in Civil Engineering or another engineering field.

  • Professional Engineering license in the State of Missouri, issued by the Board for Architects, Engineers, Land Surveyors & Landscape Architects

  • Minimum of 5-years extensive experience as an engineer working on projects related to water resources.

  • Must have and maintain a valid Missouri driver’s license.


Physical Demands:

  • Hearing, seeing, speaking.

  • Walking, standing, bending, stooping, kneeling, reaching above shoulder level, crouching and/or crawling. Can expect to be called at any time regardless of time or weather conditions. Position could involve being around moving machinery, and requires wearing personal protective equipment.

Mental Demands:

  • Having contact with customers: residents, business owners, contractors, developers, engineers, architects, realtors regarding permits, zoning, code compliance, and other aspects of the Building Division.

  • Ability to make decisions under pressure.

  • Communicate verbally and in writing to peers and customers.

Desirable Knowledge and Skills:

  • Thorough knowledge of engineering principles, practices, and design related to storm water management and municipal engineering.

  • Ability to read construction plans and other technical drawings and specifications.

  • Ability to establish effective working relationships with residents, developers, property owners, contractors, engineers, architects, city employees, and the public and enjoys interacting with people.
