About the Position:

The City of Creve Coeur seeks a strategic and experienced Director of Public Works / City Engineer to lead a high-performing department responsible for streets, stormwater, fleet, facilities, engineering, and sanitation services. This leadership opportunity comes as our long-serving director retires after 36 years of outstanding service.

The Director of Public Works oversees a $5.3M department operating budget, a $42.6M 5-year Capital Improvement Program (Capital, Parks & Stormwater), and manages a team of 20+ staff across four divisions. This position is part of the City's executive leadership team and reports directly to the City Administrator.


Key Responsibilities:

  • Oversee capital improvement projects from concept through construction and close-out, ensuring compliance with scope, specifications, and intended function.

  • Implement and manage contracts with consultants, vendors, and partner agencies; apply for and administer grants to support City infrastructure and services.

  • Respond to resident inquiries and complaints related to stormwater, trash/recycling, erosion, and construction; investigate conditions, coordinate with outside agencies, and communicate solutions and corrective measures.

  • Provide leadership to Public Works' 20+ staff, including goal-setting, performance management, safety planning, and support during construction projects.

  • Oversee leaf vacuuming, limb chipping, mulch operations (per MoDNR guidelines), and other seasonal public services; manage trash and recycling service contracts.

  • Manage the maintenance of City buildings, facilities, and fleet, including custodial operations, service contracts, and equipment inventory.

  • Oversee the use and upkeep of Pavement Condition Index (PCI) software and collaborate with consultants to perform quadrennial system updates.

  • Lead the preparation of the department's budget, specifications, and capital improvement plan, including bid documentation and invoice approvals.

  • Make clear and professional oral and written presentations to residents, committees, the City Council, and other stakeholders; provide staff support to the Stormwater Committee.

  • Promote a culture of professionalism, teamwork, and public trust by demonstrating character-driven leadership and responsive service to both internal and external customers.

  • Utilize performance measures and tracking systems to assess and improve departmental operations and service delivery.


Qualifications:

  • Bachelor's degree in Civil Engineering, Public Works, or related field; Master's preferred.

  • Registered PE in Missouri.

  • 10+ years of progressive experience in public works or engineering, including supervisory duties.

  • Valid Missouri driver license; CDL preferred.

  • Proficiency with engineering software, GIS, and municipal budgeting.

  • Strong communication, leadership, and project management skills.
